Youth and Logistics Integration in the 15-Minute City
Planning and designing cities that work for everyone.
INCLUCity+ is a Driving Urban Transitions project rethinking how cities function day-to-day. It explores how we can create neighbourhoods where young people can move safely and independently, while ensuring goods and services flow efficiently.
The popular idea of the 15-minute city promises everything within easy reach — but what about deliveries, services, and the real needs of children and teenagers? INCLUCity+ tackles this challenge head-on.
Cities are changing fast. But without careful planning, conflicts will arise between different communities - and particularly different road users. For example, as cities become more walking and cycling friendly, space for both heavy and light freight is squeezed.
Across four national cases, INCLUCity+ brings together diverse stakeholder groups to support the development of 15 minute cities (15mC) that equitably integrate the diverse needs of logistics operations and children/teenagers, while addressing socio-spatial inequalities.
By reimagining how public space and transport modes are shared and utilized, INCLUCity+ seeks to reconcile the demands of urban mobility, logistics, and dynamic public life, fostering safer, more just, and sustainable urban environments that enhance quality of life and operational efficiency. .
What we’re doing
We’re working directly with cities, communities, and industry to:
Understand real everyday mobility needs
Test solutions in real neighbourhoods
Co-create ideas with citizens — including young people
Develop practical tools for policymakers
This work is taking place in four European cities:
Lyon (France)
Bærum (Norway)
Arnhem (Netherlands)
Bristol (United Kingdom)
