Welcome to INCLUCity+!

What if cities truly worked for everyone?

Across Europe, the idea of the 15-minute city (15mc) is gaining momentum. The promise is simple: everything you need, within a short walk or bike ride. It’s a powerful vision for healthier, greener, more liveable places.

But there’s a catch.

Most conversations around the 15-minute city focus on proximity, not on how cities actually function. How do deliveries reach homes and businesses? How do teenagers move independently and safely? And how do we ensure that new urban designs don’t unintentionally exclude some groups while benefiting others?

This is where INCLUCity+ begins.

Cities are under pressure to change in order to reduce emissions, improve quality of life, and create more equitable spaces. But urban systems are deeply interconnected. For instance, improving walkability can conflict with logistics; supporting local services requires efficient delivery systems; designing for safety must include the perspectives of those who use the city differently. And too often, these challenges are tackled in isolation.

INCLUCity+ brings them together.

Over the next three years, INCLUCity+ will work across four European cities - Lyon, Bærum, Arnhem, and Bristol - to explore how mobility and logistics can be better integrated. We’re working directly with city governments and policymakers, communities and young people, businesses and logistics providers. Together, we’ll co-design and test practical solutions in real neighbourhoods.

At the heart of INCLUCity+ is a simple idea: that cities should be designed with people, not just for them.

That means that we will be listening to young people about how they experience mobility, understanding the everyday realities of deliveries and services, and bringing stakeholders together to find shared solutions. Through workshops, local experiments, and cross-city collaboration, we aim to move beyond theory and into action.

This blog will be your window into the project. Here, we’ll share:

  • Stories from the cities we’re working with

  • Insights from communities and stakeholders

  • Reflections on what works, and what doesn’t

  • Practical ideas for policymakers and practitioners

Some posts will challenge assumptions, others will highlight solutions that are already emerging on the ground.
